Issue Details

The database is currently running on PostgreSQL 11, which is approaching end of life. We need to migrate to PostgreSQL 14 in order to take advantage of performance improvements, enhanced JSON support, and better partitioning features. This upgrade must be carefully staged with backups, testing in a staging environment, and minimal downtime during the production rollout.
